Syria President Bashar al-Assad has announced a series of reform measures, including the formation of a committee to study the possibility of lifting the country's 50-year-old emergency law, in an apparent bid to appease anti-government protesters.

 

The country's state-run news agency, SANA said Thursday that the committee would complete its study by April 25.  

Lifting emergency law has been a key demand of the protesters.  However, in a speech Wednesday addressing the protests, Mr. Assad did not mention changing the emergency law.  He said foreigners and social media had created a "conspiracy" to bring down his government.

Syria's state-run media say Mr. Assad has also directed a judicial council to establish a committee to study civilian and military deaths in the southern city of Daraa and the port city of Latakia.

The two cities have been centers of opposition activity over the past two weeks.  Human Rights Watch estimates at least 61 people have been killed in Syria since anti-government unrest began. 

President Assad also set up a committee to study the possibility of granting Syrian citizenship to more than 100,000 Kurds.  

Syrian state media said the president tasked the panel with "resolving the problem of the 1962 census." Human rights groups say the controversial census deprived 20 percent of the country's ethnic Kurdish population of citizenship. 

President Assad's latest moves may be an attempt to head off massive opposition protests planned for Friday. 

The opposition rallies have represented the most serious threat to Mr. Assad's 11-year rule, and to the longstanding authority of his family.  In referring to anti-government unrest, the president said there is "chaos" in the country under the pretext of reform. 

Earlier, Mr. Assad said his government enacted reforms to meet protesters' demands, including raising salaries and changing his Cabinet.
