Costa Rica has once again denounced the presence of Nicaraguan students in the area of Isla Calero with Costa Rica's Foreign Minister, Enrique Castillo, delivering a tough letter to the Nicaraguan ambassador to Costa Rica.
The area of Calero, as is known in Costa Rica and Portillos in Nicaragua, is the centre of a border dispute between the countries since October 2010.
The dispute began with Costa Rica complaining of the presence of Nicarguan dredges in an area claimed by bothCosta Rica and Nicaragua.
The case led to the filing of a formal complaint before the International Court of Justice in The Hague and an order for both sides to stay clear of the area, save for environmental reasons.
The dispute hit a head when in January 2011 Nicaraguan troops were found to occupy the Isla Calero, an act thatCosta Rica called an "armed invasion", but fully denied by Nicaragua.
Since, groups of Nicaraguan students have been spotted in the area. Costa Rica, in the past, like in this instance is accusing Nicaragua of breaching the international court order.
Castillo, in his letter, says the act is Nicaragua's attempt to "institutionalize" the presence of Nicaraguans in the area.
Costa Rica's Foreign Minister added that the presence of Nicaraguans in the area "constitutes grave violation of thecourt order of March 8, 2011.
