In this regard, Minister of Ethnicities Luis Green confirmed the attendance of 657 delegates from 32 countries, who advocate for States to fight racism and all forms of racial discrimination.

The communities also demand that governments ensure full access to justice and punishment for individuals and institutions that violate their human and collective rights, according to the Draft Declaration of La Ceiba, which is being discussed prior to the summit, the first of its kind in the world.

They request, in addition, that "States and regional and international organizations take affirmative steps to ensure access to advances in the fields of education, health, housing, employment, income and access to financing and credit systems, food, information and communication technologies, culture and political processes."

The 64th session of the UN General Assembly designated 2011 as the "International Year of Afrodescendants" to strengthen measures that benefit this ethnic group.
