A 'Graveyard of Dreams'
It was Oct. 15, 1997, and an auditorium packed with top business leaders in Sao Paulo - Brazil's industrial hub - was for Bernard van der Lande the realization of an American dream. In less than two decades the hard-driving, Dutch-born Georgia entrepreneur had built his Ashford International (AI) information-technology company into a thriving business with annual sales of $25 million. Now, the president of the United States was telling Brazil's business elite how the example set by AI, which only months before had won the U.S. Department of Commerce's presidential "'E' Award for Excellence in Exporting," was a model for a "world-class" Brazilian-American technology partnership. "Ashford International recently launched a project with Sao Paolo's local government supplying 5,000 multimedia computers for 1,000 area schools," Bill Clinton told the Brazilians. "That's good for the students and good for the Stone Mountain [Ga.] company and its workers."

Senate Finance Committee Chairman Charles Grassley (R-Iowa) has demanded answers from the IRS concerning the handling of an audit of Judicial Watch, the nonprofit advocacy group headed by bipartisan gadfly Larry Klayman. In his request for information, Grassley asked that acting IRS Commissioner Bob Wenzel include related "communications to and from IRS and third-party government and nongovernmental agencies, offices or personnel, including the White House."

They are called "los FOE," a Hispanicized version of the English acronym for "Friends of Enrique." To be a "FOE" denotes membership in a select club at the U.S. taxpayer-supported Inter-American Development Bank (IDB), the largest supplier of investment capital to Latin America, headquartered just two blocks from the White House. "Enrique" is IDB president Enrique Iglesias, who appears to have many friends, both inside and outside the bank, and for good reason.

On the receiving end was a consultant for the Inter-American Development Bank (IDB), one of the major financiers of infrastructure projects in Latin America. Her interlocutor was an IDB operations manager. The correspondence did not mention that under-the-table kickbacks are against IDB policy. In fact the manager wanted to underscore how much the consultant owed him personally, in dollars, now that she had finished her well-paid consultancy work on IDB projects.
