For S. Sudan, a time for hope
THOUGH THE world’s youngest nation faces challenges of biblical proportions, the Republic of South Sudan deserves its moment of euphoria.

Russia's new (and old) plan
The next US president will have to deal with an energy-rich Russia that bears little resemblance to either the vanished Soviet Union or the economic basket case of the immediate post-Soviet years. Though run by a mafia of Kremlin-connected moguls and KGB veterans, Russia has an abiding interest in cooperating with the West. Yet so far, John McCain and Barack Obama have paid too little attention to Russia and how it sees its role in the world.

For the Republicans: John McCain
Conventional wisdom among political handlers used to hold that a candidate needed to capture the political center. The last two presidential campaigns proved that wrong. The Republicans scraped out victories by pressing just enough buttons and mobilizing just enough voters. But such wins breed political polarization and deprive a president of the political capital needed to ask Americans to sacrifice in difficult times.

For the Democrats: Barack Obama
The first American president of the 21st century has not appreciated the intricate realities of our age. The next president must. The most sobering challenges that face this country - terrorism, climate change, disease pandemics - are global. America needs a president with an intuitive sense of the wider world, with all its perils and opportunities. Senator Barack Obama of Illinois has this understanding at his core. The Globe endorses his candidacy in New Hampshire's Democratic presidential primary Jan. 8.

A new Chirac doctrine
President Jacques Chirac last week expanded the standing definition of France's vital interests and warned leaders of "regional powers" that they could be targets of French nuclear missiles if they used "terrorist means against us" or if they were "to utilize, in one way or another, weapons of mass destruction."
